FEMA contacted Ernest Ramirez twice, saying that they could provide some financial relief if he changed his son's death certificate to COVID. Ernest said no. "I will not disrespect my son in that way."
When he tried to record his conversation with FEMA, he was left with 13 minutes of dead audio. He asked a guy about a phone recorder that would work, and the man said, "Sir, I can give you so many recorders — show you everything, but you're not gonna be able to record it because it's the government. They scramble their calls."
